New skill effects and Skills window fix
All 48 skills now play new, individually drawn effects that are bigger and brighter. The game freeze when opening the Skills window is fixed.
- NewEvery skill has its own 4x4 effect sheet; effects are bigger and brighter and show over the target on the hit.
- FixClicking the Skills window used to freeze the game for seconds; it now opens instantly.
- FixWindows no longer recalculate the screen layout every frame when opening.
